I go to a subject area and create a new blog to work on, saving as draft. In order to update it, I click on the pencil icon top-left, select posts and I can see a whole set of blogs published by others as well as my draft blog. Is this draft blog visible to other E14 users whilst it is still in draft state if they go to this "Manage.." feature?

lol I will leave it up as long as it takes, its still there!
It used to be the case that you could see the title and first sentence of draft blogs, but I'm not sure that is the case anymore. I can't see a draft blog anywhere (aside from the one I just created).
That seems to be the case, I will leave it there until I remember to delete it
It would seem you could leave a draft of your multi-million dollar startup launch page and no one would be the wiser until its published.

Actually, I'm still not sure I will be creating it and I didn't want to get anyone's blood racing with expectation and excitement only to disappoint them
