playback quality of uploaded videos

When a video is uploaded to e14 (instead of embedding a youtube video) I have issues with the quality.

   has uploaded a blog with high-def videos. And you need the high-def to see the text

Default, they play low-def for me. I can change the resolution to HD, and about 30 seconds later, the video will switch to higher def. But not for that first part.
I have to switch to HD, wait until the video player switches over to HD, and then restart the video.
If I visit the page again, it does the same. Starts low-definition again, and needs me to play part of the video in low definition, before I can restart it and see what's happening at the beginning.

It's for all the videos in that blog.

example: The one in 4 - The Results Handling Loop

takes 42 seconds to start playing HD, if I select that setting at the start of playing.
I can then rewind it after 42 seconds, and see that first part un-blurred. 
Until I visit the page the next time

    Bummer.  I'm not great at videos, but they should be good quality from the get-go.  Some of the them are .MOV files at 4096 x 2304 but some I had to edit and export and they are .MP4 at 1920 x 1080.
