Here is my problem. I haven't been able to install the driver/drivers for my Arduino Uno R3. I am using XP I went to one site that told me to go to START > RUN > DEVMGNT.msc. I am new to this so when the USB port is highlighted I get lost because the error message after i VERify I get says I need COM3 port. I hpoe you know what I am writing

Ah, unfortunately, I'm not very familiar with how Arduino works for Windows as I've only used it with Linux. I know there are several experienced Arduino users on here that use Windows though so hopefully someone else can chime in.
The R3 version of the Uno uses a different USB chip (Atmega16U2), so some instructions on the web may be for the older versions which used a FTDI chip. I believe these instructions are for the Uno R3 on Windows XP:
