I hate to say this and do not mean to label people but I have to agree with Mark, there are so many questions being presented where it seems the author is simply trying to get someone to do their homework/assignment/job for them rather than solicit help in a coaching capacity. We (Mark, Myself and many many others) participate on the forums because we love to share our experience and knowledge in an educational capacity but also recognize that doing the work for you does not teach anything and this is where we often draw the line. Our reward is the satisfaction of seeing new engineers and hobbyists learn new things and succeed in their endeavors, we do not get paid to be here, it is for the love of it only and our time is valuable to us. so we do expect the author of a question or request for help at least perform the basics in research and learning the topic. Rant over.
That all said, apologies if you do not fit into this category, I would suggest you start here:
http://en.wikipedia.org/wiki/Ultrasonic_flow_meter
and this http://www.lmgtfy.com/?q=arduino+ultrasonic+sensor+hc-sr04
once you have done the pre-requisite research and have the basic code etc in play we will happily help you to debug and progress you project, it sounds like fun.
Regards
Peter

Well said, sorry I should have explained that was exactly my thinking at the time.
