How do I make a multi-point e-notice board with acknowledgement (wireless) to PC?

I want to develop a system with two separate E-notice boards (using LCD's)

Input is given through PC ( some GUI ) and then sent to arduino conncted to PC via USB from there the message should be sent to appropriate receiver(wireless) and once the user at other end see the message he should send acknowledgement back to PC

1)Which wireless technology is suitable for my project (range <100m)?

2)Hardware , type of controller ?

3)How to develop a GUI for this project (i know only C) ?

Can Anyone please tell me the possibility of this project and answer for my above questions and guide me through steps I should follow to complete my project

3 UNO’s

3 of those cheap WIFI modules (ESP8266) or sub Ghz radios (Sub Ghz radios have a really good range)

3 LCD displays

If your using the WIFI modules then you could talk to them directly rather than needing the PC connected unit and this also opens up to using any browser / smart phone to control them if you wanted
