Arduino compatible board not working

I bought Raspberry Pi 3 Model B and RPI ARDUINO-LIKE STM32 I/O BOARD.

How can I connect and configure this devices?

I try to download prepared OS for this board, but this file not working.

Assuming you use the UARTs on both boards, take a look at http://www.doctormonk.com/2012/04/raspberry-pi-and-arduino.html . There used to be good documentation like http://www.farnell.com/datasheets/1700798.pdf , but the support seems to have run dry especially for downloading OSs.
Here is the user manual describing choices for usage at http://www.farnell.com/datasheets/1702984.pdf . My first suggestion uses both as standalone mode with connected UARTs.
