RFID attendance with sms

Hi everyone, I want to create an Rfid attendance system with sms, using Xampp. I want to use arduino Mega2560 and a GSM module. Can this be possible using Xampp? I what to know how can i compare the rfid from the database to see if its valid and then send  text message to that particular number? I need your help image

    Before offering a solution or solutions, do you mind if a few are asked first to understand the reasoning behind on your initial architecture.

     

    1. Why Xampp? Do you already have a web-server with this in place. An alternative, which could be less work, maybe to think of using a 3rd party web-service to do the same thing. Google's Firebase would be one such example out of many.

     

    2. Why GSM module? Is this before you have no wifi or Ethernet for connection to the Internet. These days you could use wifi with a gsm-based wifi hotspot, which may be easier.

     

    3. Why SMS? I understand that you note one reason, which is because you have person's phone number in the database, but other data may also be obtained. These days most phones receive notifications (e.g. twitter, slack, messenger, other) and emails for example which can, in most cases, arrive just as quick to a person's phone. Also sometime if using person is using the phone with NFC, rather than RFID card, then this side can be handled directly through a mobile app.
