i would like to get advice on how to build a patient management system that will monitor heart beat rate, ECG and blood pressure and will be monitored over the web using a browser or on a PC with a processing program.

It's certainly possible to do this, but there are serious issues involved. I'm not in the medical field, but I do know that any equipment used to monitor patients must be of a certified design and periodically calibrated/maintained. The certifications are based on very expensive and time-consuming testing to ensure that the data collected is accurate and complete. Good luck ensuring that with an Ardu.
Also, the amount of code that would need written would be substantial, and subject to serious timing issues (remember, we're single-threaded in Ardu sketches).
If all that weren't enough, I think what you've described already exists. The last time I was in hospital, I unplugged my heart-rate monitor to go to the loo. The nurse was there before I'd made it across the room; I'd set off an alert at the nurse's station. It was a "feature" that I used for personal amusement after I'd learnt that..
