What is the MP3 player you are using? would be the Main thing that needs clarification.
Parsing and RF signal (via a suitable receiver) through an arduino (or any other MCU) into a given output or sequence of outputs to control an MP3 player is perfectly doable, even if you use an Off-the-shelf MP3 player and can solder bi-lateral switches (4066 for instance) across the keypads is perfectly workable
