I'm assuming you mean the arduino.cc site isn't allowing you to make an account because you've used the email to make one prior and you can't reset your password? If you could give more details it be helpful, but if the reset isn't working, you'll either have to contact that sites customer support or look for help on their forums and the other option would be to just create a new account with another email.
