I bought this one (STARTER KIT V3 AVEC ARDUINO UNO REV.3: Amazon.fr: Auto et Moto) but a slightly different version 3 years ago which got me started.
I won't recommend you buying a kit though there are super pricy for what is inside with the background I have now.
I would go for a simple board a pack of resistance and a bunch of led and then salvage parts from old rc cars or old computers.
Those old electronics furnitures are goldmines.
Salvaging parts is fine but you must buy a breadboard. They are SO helpful.
