Configuration and boot guide failure

I'm receiving an error when I get to step 4 of the guide: running run_gpio_test.bat

it loads the bit file which finishes, prints out the JTAG chain configuration but then I get an error.

ERROR: Failed to download the bit file
         Failed to verify DONE bit after programming FPGA

I have no idea why this isn't working and I'd appreciate any help. I have ISE 14.4 installed on Win7 64-bit.
