Internal ROM

I'd like some information related to the internal ROM used in the stage 0 of the booting procedure:

1) In what kind of storage is it stored?

2) In case it gets corrupted, is there any possibility of rewriting it?

3) Is it possible to boot from JTAG even if the internal ROM is corrupted?
