I am looking under the reference design link:

"Building a Zynq Video Design from Scratch" is the one that I am interested in. I know that there is an additional hardware module needed for this (FMC-IMAGEON).
But, what I also think is not clear is that the tutorial also mentions that a Xilinx IP core is used named Video Timing Controller (VTC). When I opened up the planAhead and looked under IP catalog, it seems that this IP is not included with the locked license that comes with the purchase of the ZedBoard, and apparently it needs to be purchased separately!!
It even doesn't say that if I purchase FMC-IMAGEON, I will get the license to use VTC !!!
Any help how can I get access to VTC?
