How could one buy MiniZed board, if he/she doesn't have VAT Registered Businesses?

I don't remember having any problems getting one. There are a few retailers / distributors that don't require you to be a business to purchase from them. Where are you located?

Obviously this limitation exists only for Germany.
Meanwhile I was able to find one other possibility:
