Weird MicroZed IOCC power issue

I have a weird intermittent power supply issue with the IO Carrier Card for the MicroZed.

When powering up the carrier card with no MicroZed installed, the 3.3v at TP10 is gone or intermittent... sometimes it's about 20Hz, sometimes it's about 2Hz; you can see the user LEDs blink.
On the CRO you can see the waveform of the 3.3 power supply coming up to full horizontal @ 3.3 and then decaying off.

Unplugging barrel or flicking switch; sometimes the same, sometimes different period, sometimes completely fine and stable 3.3v.

Hard to tell, but when the MicroZed is installed it doesn't try and power up in these "weird" states... you can tell if the LEDs come up on the MicroZed it will boot.

It doesn't appear to be a mechanical thing with the switch or the barrel connector... hard to prove without desoldering those.

Right now, it's chugging away with MicroZed installed, merrily running a blinky LEDs on the IOCC with no USB plugged in, so supply is carrying the whole show happily.

I checked with the board designer and asked if this was expected behavior and his response was:

Yes, this is normal without a microZed installed. They need to place J5 and J6 to check the power without a microZed installed.

Thanks for asking - my apologies for misreading the schematic.

Lots of power sequencing stuff going on and there's several "PWR_EN" labels - I missed the one near J5.

I might add: the only reason I pulled the microZed in the first place was that it wasn't powering up (eg: no 3.3 on TP10).

Next time it happens I'll do some more digging but it is annoyingly intermittent.
