So there is no option to use an external voltage reference for the XADC using the microzed? If there is not then what is the purpose of the regulators on the IO carrier card for the XADC VCC and VREF?

Response from the IO Carrier designer:
"The MicroZed SOM can be operated stand-alone without a carrier via USB. The Zynq requires an ADC reference voltage. For this reason, the ADC on MicroZed SOMs are set to 1.8V. The 1.8V reference on the IOCC matches this value on CON1. "
So the voltages on the IO Carrier Card are there to provide the required voltages on CON1 and are set to match the MicroZed values.
