Can a Zedboard be used without adding a Zynq processor?

I have used the Zedboard as a processor with custom hardware, no problem.  Is it possible to start from the other end?  For instance, the most trivial case would be hooking up a Constant IP with 8 bits to the LEDs.  Is that even possible?  If so, where is the training that walks me through that process?

    I have not done this in a long while, but here are the instructions that I had filed away if you are using PL only and creating boot files for an SD Card:

     

    1) Create an FSBL for the board (the FSBL is needed for loading the bitstream). If you already have an SDK project for this board, make sure the project has the SD interface (or whatever boot medium interface) included. Open the SDK project and make sure there is an FSBL SDK software project. If not create one.

     

    2) Edit your fsbl.h file. Add the following line and make sure SDK rebuilds the FSBL project (saving the file might not rebuild the fsbl.elf file, so run rebuild).

              #define NON_PS_INSTANTIATED_BITSTREAM

     

         This #define will tell FSBL that PS is not instantiated in your design

     

    3) Use the above FSBL.ELF and your Bitstream to generate the Boot.BIN file.

    Thanks!  What I need first is a lot more fundamental.  I envisaged a Constant block with a value holding the 8-bit LED pattern.  That I have.  But then, how to connect its output to the LEDs?  All the documentation I've found is about how to make an ARM processor drive the LEDs, and I can do that readily.  But to do the trivial?  Sort of a "beginner's logic design using the Zedboard" is what I'm seeking.  Once I have that, then I'll be able to put your answer to good use.

    ZYNQ SOC are processor first devices, so the PS needs to be always on as far as I know. Altera Cyclone V allows one to use the HPSor FPGA independently.

    Besides , on ZYNQ7000 series, generally you need the PS to source clocks.

    For the SDK, just run a hello world program or a script that enables the clocks.
