No explanation of the difference is contained in the readme as there should be. What's the difference?

Hi Todd,

The difference is the Hardware Platform that the BSP is targeting. There is no formal documentation available for this. If you were to download both, the enhanced one would have a lot more enabled peripherals in the PL and PS. While the basic BSP is a fairly simple design.
