I'm sure you're hoping to hear from the community on this, but I'll answer too.
PicoZed SDR could absolutely be used as a learning tool. The Linux-based reference design provided by ADI gives you a platform that doesn't require you to have any knowledge of Programmable Logic (PL). However, later on you can start experimenting with adding things to the PL. Also, you can connect it up to MATLAB & Simulink. GNU Radio companion is also supported.
If you need a lower cost option than the Development Kit, you might want to look at the newly announced PicoZed SDR 1x1 at $549. Add the low-cost Breakout Carrier for $199.
