I'd say not quite yet as Vivado 2013.2 still has some snags and incomplete documentation. On other forums I see issues with integrating PS and PL with the new IP Integrator of Vivado, such as connecting to ADC through the SPI within the IP, among other issues. Furthermore, all documentation and examples are for the ISE than Vivado, so a lot of things are not the same or just don't work. This will improve with time, I'm sure.
My FAE suggests waiting until Vivado 2013.3 due out in early October. Also, Austin of Xilinx suggests in their forums that you only change your design tool between projects and when needed to fix bugs.
Since the ISE 14 is also not quite working nicely with Zynq, I'm waiting to start my project until Vivado 2013.3. Till then I'm running examples on the ZedBoard and doing simple learning and initial test programs with ISE 14.4.
I already have quite a bit working with ISE 14.4 and the ZedBoard, including Linux, operation of several PMOD devices, the SpeedWay interrupt example for PL integration, and so on.
