RevD QSPI will not boot.

So I have two RevD zedboards. One of the two boards has the RSA security feature enabled. I have a hello world RSA image that will only boot from SD not QSPI on the RSA capable RevD zedboard. All images were created using  14.7 SDK. The failure is happening in BootROM with an error code of 0xE00C. Does anyone have any clue what this code means, since it is not listed in the TRM. And my other RevD zedboard will simply not boot from QSPI with images that boot on the same board using SD. I am also getting a BootROM code of 0x600C, which is also not listed in the TRM. Any help would be great. Both RevD zedboards have production zynqs.
