I am pretty positive I have ES1 silicon (JTAG ID 04710093). However, there was no voucher in the shipment to get an ES1 license for Vivado. I have multiple seats of Vivado, but 2016.4 will not target this device without a license for ES1. I have contacted Avnet customer support about the missing voucher, but they closed my case saying that this product does not come with a voucher. How is that possible? How am I supposed to build anything and target this board if I am unable to get an ES1 license? I am not aware of a way to get a license without a voucher.
