The first page will be updated as things get closer, however as of this post, Mid-to-late March is about where we are looking for the EV Kit. If you intend to use one, that page will allow you to pre-order and you can be one of the first to get the EV Kit. Again, I would STRONGLY recommend you contact your local FAE for assistance with this as they have the ability to work directly with the factory team.
As for a Vivado license, as of this post, it is intended for you to get a device locked ZU7EV voucher for Vivado Design Edition. If the overall licensing of Vivado changes, this might change.
I would contact your local Avnet FAE for for detailed information.

Hello, this ZU7EV SOm has been announced for a long long time but there's still no documentation, nor schematics nor user guide or others information. Is there any particular problem with the SOM explaining this fact? When will there be available in order to begin our own board design?

It is looking like the UltraZed EV will be released as of early June.
If you need the preliminary documentation you can request it throgh your local Avnet FAE.

As of now it is look more like mid June time frame for release. All documentation will be released when the product is availble, so yes to anser your question.
If you need the documentation sooner you could always contact your local Avnet FAE whom could request it early upon your behalf.

I heard through my FAE that the Ultrazed EV SOM release was postponed. What are the reasons for this delay? Are there some technical issues with this SOM? Or a problem of component availability? To be honest I'm a little bit worried for my forcoming project...

Unfortunatly we had some component delays that have thus skewed our schedule. Please look to your local FAE for more information as well as in regards to the current shipping dates. They will have an update presented to them at the end of this month as one of their monthly communications on this subject. The FAE will be your best channel for the most up to date information.

It looks like Avnet has pulled the UltraZED-EG starter kit completely! All links go nowhere. They still list the SOM and IOCC individually but with lead times of 10 weeks and 2 weeks, 6 days.
I see the starter kit for the UltraZED-EV is available but it's almost $1600 and a lead time of 8 weeks (2 months).
