I assume you mean the MAX8686 device, as there is no MAX8086 on the ZedBoard.
Is this a new board or a board that has been working and now has a problem?
The input voltage should be 12 VDC. The most likely source of the problem is your power supply. If you have access to another ZedBoard 12VDC power supply give that a try.
