This project doesn't specifically support the UltraScale, but it seems to support smaller devices, so I'd have thought it would be possible to get it to work.
In case you want to test an official port the AMD MicroBlaze V Processor is now in Early Access. It is a soft-core RISC-V processor IP for AMD adaptive SoCs and FPGAs.
You can target the MicroBlaze V processor to any AMD adaptive SoC or FPGA device supported by the Vivado Design Suite at no extra cost.

Sorry, I didn't realize you were asking about the Vector extension. I have no answer as to whether it is planned or not.
