Does Explore-NFC support Windows 10 IoT on Pi3 and If Yes, where I can find appropriated driver?
No it does not. Linux only.
However, if you'd like to use NFC with Windows IoT on the Raspberry Pi, you could use the PN7120 NFC controller board [1] instead. The Windows IoT image for this board can be found here [2].
