I would like to use the PCB free layout package for a non-commercial board layout. The problem is the size is 2.5inches x 8.0 inches. This seems larger than what the free version can manage. Must the size be so restricted?

Yes.

Many vendors of expensive software offer a "free" version for people to
trial or learn, in the hopes of persuading them to buy it. This free
version is always restricted, often being time limited or (even more
uselessly) incapable of saving your work. Cadsoft very sensibly decided
not to go down either of those dead-end routes and made the free version
permanent, fully featured and restricted only on board size, layers and
single schematic sheet. It's still a completely usable product which you
are getting for free. Now you want to break that limit and you're
complaining? That really does seem a bit petty and unreasonable.

autodeskguest is right though, and of all the potential limitations on the Freeware version, this is the one I would prefer.
If you are willing to do more legwork you can make any size board you want
with the free version. It's more involved & the chances mistakes are
higher.
