Can a test point be a through hole and not just a pad?

I found 'test point' as a component in the vault. I don't yet know whether this produces a through-hole at PCB layout (if I weren't such a newbie I could probably try it and see), or a pad for probing. I want a through-hole so that mod's to the PCB on a prototype can be more easily made for currently unused device and connector pins. Can you tell me if I have a choice?
