I am interested in CS but I have a few questions. Does CS load to my computer and do I have to be on the internet to use it? What other Design programs can be imported, specifically Altium and Protel99SE? What formats can be exported?
From my experience you need an internet connection to install CS. When it is installed, you don't need to be online. But in offline mode you lose access to the supplier search, vault and the online documentation.
CS uses the same data format for schematic documents as altium desinger, so schematic exchange is a no brainer, just open the file . PCB documents are different, so there is an importer to import Altium PCB documents.
The Importer (CS v1.2) supports:

PADS ASCII PCB Library (*.D)
PADS ASCII Logic (*.TXT)

There is no Exporter to export the design files into other formates then CSPcbDoc or SchDoc
