What is the catch with the promo version of CircuitStudio?

When I look at au.element14.com I see 3 different prices for a single user commercial license. The two at approximately half the price of the third appear to be promo prices. Are the promo prices available to everyone or is there something that specifically qualifies you for the promo price?

    The ECAD SWITCH PROMO is designed for anyone who is switching from a different CAD package, this actually covers a majority of customers because even old and unmaintained packages are eligible (e.g. Protel99SE owners, old EAGLE users). The NY MAKERFAIRE PROMOTION is an old part that was specifically for people who attended the 2017 event.
