Probably depends on the FAB house. You may move from drilling, routing over to a manual operation department. Particles of PCB material and copper may contaminate otherwise pristine surfaces, causing scratches, etc. Just like when you add swaged spacers or terminals to a PCB. It's a separate operation.

I didn't think it was a run of the mill operation - wondered what I might be missing when creating footprints and laying out PCBs. Sounds expensive as well.
