Since Designators and Comments for schematic symbols are default to autoposition behavior, their visibility while editing within the Schematic Library Editor can be disabled so you do not have to worry about their positions. Once placed into a schematic they will be visible regardless of the Library setting, and autoposition will adjust position and rotation for you as you place and rotate into the Schematic, in most cases requiring little to no manual adjustment of locations after final placement.

Generally, the only time we need to be able to see Designator and Comment within the Schematic Library is if we want to manually control the position of Designator or Comment by disabling the Autoposition property for these items.
To show the Comment and Designator while working in the SCH Library Editor, go to Tools | Options | Document Options while you have the Library open you wish to modify and enable the checkbox to Always Show Comment/Designator. As this is a document level option, each Library file can have a different setting.
