Problem with old Fluke Scopemeter

Today, I received my most awaited thing of this year... After a long long journey it finally reach me.. Hehe ..  enough with suspense talk..

Few months ago like 5 months.. I bid for a scopemeter on ebay. This was the first time I did bidding thing. Okay, what stupid thing I did now...  Alright, Bidding shot up to almost double and I ended up buying this Fluke 123 Scopemeter which has a line on the display image  image

Now after being stuck to customs for almost four months due to no invoice, I finally got the parcel and paid 40% custom duty. image

This thing cost me fortune I could have purchased a nice 2 channel oscilloscope. Stupid me.. (probably till now shabaz will be thinking, this guy is idiot I warned him many times before but he doesn't even listen).. image

Now, this meter is not turning on, I believe after 5 months of no activity battery is probably dead. So I thought to charge it first. There is always a but.. When I checked its adaptors output voltage it is 22.3 volts when it should be 15 volts.

Anyone already has this scopemeter? Should I charge it with it? ebay sender told me it was working when he send me the item, but did not about voltages.

    Sorry to hear about the issue : (

    As Gough Lui mentions, the voltage is probably fine on the mains adaptor (incidentally, it is unconventional (in Europe and NA at least) for the outer barrel to be positive, so you might want to put a label on that adapter and meter perhaps, to remember to always use the correct adapter.

    Often some Japanese sourced equipment has the outer barrel being positive.

    It looks like it may contain a Ni-MH battery pack (I saw some web page about a 120 series battery), I purchased a new battery-powered printer, which was 'new old stock' so it was cheaper but it didn't work at all, with or without the mains adapter plugged in, and there the fix was easy, I had to physically remove the Ni-MH battery pack, and charge it myself (using a resistor and a power supply) to get the voltage into a usable range, and then re-inserted it into the printer. Then it worked fine. and would charge properly. It's been fine ever since. So, that's a possibility (i.e. the internal charger circuit is refusing to charge due to unexpected battery voltage). It's quite a common problem. I had the identical issue with a Microsoft keyboard which had a non-removable battery, and the thing would never charge because the charging chip and implementation which couldn't recover from that situation (it's a safety issue, with some cell types, to refuse to charge if some things are really unexpected).

    Anyway, it is also worth checking the local laws and e-bay policy, because you may be entitled to a refund (I don't know the rules though : ( and might not assist with all expenses occurred, but worth checking.

    Hi shabaz, Charger that comes with it is currently plugged in to the scopemeter.

    Last night, I tried powering it once again and it powered on while still connected to power, so I played with it for few minutes. I charged it for more than a hour and tried turning it on again, it turned on but immediately battery showed X mark on it. Now, I've put that scopemeter in its refresh battery mode, it will take 12 hours then only I can use it again, almost 4 hours left now. Refresh cycle charges battery to full and then discharges it.

    Once Refresh cycle ends, I'll post what happens. But my suspicions are battery will take more time to charge now or even doesn't charge, as it's pretty dead and you have cleared my doubts on that part.

    On the Ni-MH not charging issue, I believe you're quite right, this is what needs to be done. I've my suspicion that battery is not charging even after charging it for 2-3 hours yesterday on different occasions. I'll try charging it manually after refresh cycle is complete, who knows refresh cycle thing is even working screen is just black like not on.

    Refund thing will not work as it is too late for it now and I know what I was getting, a used scopemeter with few lines on display, seller was quite helping actually. Even if battery is dead I can buy new one and replace it.
