Compare Standard tantalum with Polymer Tantalum, there are a lot of differences. The big difference is using material that is Polymer used for electrolyte. It makes lower impedance/ESR characteristics and safely failure mechanism than standard tantalum.
And also it is not required huge de-rating, we recommend 90% from the rated voltage.
