It looks like the time is GMT - but that is not stated and, apparently, doesn't match the reader's timezone.
This is a classic problem with forums being viewed all across the world, and having contributions from all across the world!
Also, the aa/bb/[yy]yy date format is ambiguous and should be avoided in international contexts - who knows whether the 'aa' is the month or the day ... ?!
