Basically you buy the hardware (it seems a great and complete board and the ULINK-ME) and you get a lite/evaluation version of MDK (uVision, RTX and other software products).
The point is to buy the MDK-ARM license - OR: find another alternative compiler.
There are many other alternative and free IDE's relying on the free GNU GCC compiler. I can fx recommend the CooCox CoIDE which supports a great variaty of microcontrollers and microprocessors, including the STM32F4 series.
