As a hobbyst, I think a 3D printer with a good printing resolution works in most scenarios, on the other hand, I think a laser cutter would be best for acrylic glass gears (robotics) and similar stuff, hard choice, but I would go with the printer.
I am currently building a RepRap Prusa Mendel. It is my first attempt at any of the options. I am sourcing my own parts from the parts list, but since the RepRaps have such a large community/well documented, it is pretty close to building it from a kit since the only problems I should have to troubleshoot myself are just simple adjustment and calibration issues.
