very new to electronics but hope someone can help

Hello, I'm looking into building a full scale 737 simulator for my flight school. However I've come across a bit of à snag. After asking everyone else on the flight Sim forums the overwelming response is just to buy these $2000 panels but I've been wanting to get into building electronics so here's my chance (I know this is not the ideal point in which to get into it but oh well). What I need is a way to incorporate 4x bank of 3 7 segment led 2x bank of 5 7 segment LEDs with rotary encoders and buttons to be able to control the airplane mid game I want to end up with this can someone tell me what I will need. I'm sorry but this is simply too ambitious for a first project.

Get an Arduino and try one bank of 7 seg displays and then add one encoder - see how you get on and then decide if this is the right way to go.

Ya its probably to much to take in I did find a board diagram and it is relatively plug solder and play so i guess now I just need to find a way to get a board made for me (without breaking the bank).
