If a bluetooth module (AMS001) has a pin called USER_TX does that mean its the bluetooths TX pin (output) or the bluetooths RX pin (receiving the TX from the host)?

There is no standard! It is ambiguous : )
Your best bet is to try and find documentation of the module (from wherever you purchased it), or just try it, and hope you get it right first time, otherwise swap it around : )
There is a risk of damage since nothing here has a specification if it is (say) some cheap e-bay part with no support or documentation, but usually it is a small risk.
Thanks, I have done a bit more searching and found an evaluation board that has a USB to serial device connected to the BT module and it shows as I expected tha BT module is a DCE device where TX is the input.
