Stellar Labs DT-800 - display stuck at boot

I have a Stellar Labs Model DT-800DT-800 ATCS Television Tuner.

When powered on it shows 4 dashed lines at two different brightness, then displays boot and just stays there.

Connected to TV with video cable and see nothing.

Is the box dead or is there anything I can do to try and correct issue.
