You aren't really giving us a lot to work with here. I think you mean that you would like the output to turn on 80ms after the input is applied.
The good news is that you are using an LT part so experimentation is free.
Download and install LTSpice (free at www.analog.com).
Run the standard demo for the LT3958.
I've added C5 which slows the startup of the chip bet demonstrates it's other problem - there is a path from input to output via L1 and D1.
This is why the ouput goes to 14V at turn on and then later lifts up to 50V when C5 has charged up a bit.
There are boosters that don't have this.problem.
