Certainly a capacitor for RFI suppression. Old-time AM car radios were very prone to noise generated by on-board electrics. Suppressor caps were necessary on all spark generating gear.
I remember these capacitors from the 1940's in old radio gear. As with yours, the coloured dots in the body were missing sometimes.
That's because the paint didn't stick to the body-moulding and just fell off!
Of course, this particular item is most likely an OEM component, purchased by the wiper supplier to order. Most unlikely to be 'marked' like those on the open market.
Those paint dots were applied by hand so were very expensive! OEM components didn't need the costly markings.
