Is there anyway of sending a signal to a digital TV

Question

I am wondering if there is anyway of sending a signal to say channel 38 for example like we used to be able to do with Analogue TV. CCTV is now crying out for a modulator that can convert from a CCTV signal via a BCN connector to a Digital signal. I know hiow much more difficult it os witht he way digital media works but i can't seem to find an external converter form analogue to digital

there are signal modulators like in analogic mode. I found this one in spain:
