If RoHS or RoHS2 exemption can be claimed for a product or article, does this mean that the product/article is RoHS/RoHS2 compliant?
Technically yes however with the changing in the amounts allowed and some expiring something that was once considered compliant could become non-compliant. This is why we classify them as Yes with Exemption (Yes-X) so that way we can trace down the parts that are effected easily.
