i'm kind of new to this can someone tell me what in a curcuit controls how many amps are used. also if you use a resistor to lower the the amount of electrictiy in a curcuit will the amps be affected too?

It sounds as if you need a basic book on electricty to get started - I had a quick look on Amazon but couldn't see anything I recognised and so could recomend so I suggest you visit your local library first and see if you can find a book you like. There used to be a US military series called Basic Electricity which wasn't at all bad to get started with.
From your question you have quite a bit to learn but it's all good fun (and you can start playing with interesting things very early on).
