streaming logged data to ascii

I have an analog signal 0 to 10 volts. I need to capture this signal convert it to digital and generate ascii sentences depicting discreate numbers {1.0, 1.5, 2.0, 2.5, 3.0, 3.5 ... 20} that correlates with the analog signal. Can this be done with a data logger?

Hello, I programmed a very simple FreeBasic application (freeware) that uses simple hardware interface to connect with a very low cost digital multimeter capable of serial data output. How about using an Arduino (or similar device) to capture the analogue input through a voltage divider, then stream the digital value out over serial?
