I am looking into using this screen for a project and could this touchscreen be easily hooked up onto a development board or micro controller? or would I need to buy a pcb to control it?

Ezra, this is a nice display but the video is all separate data and the Touch screen is bare resistive. There is no controller on this board to simplify it's use so you would need to provide the data at video rates which really is beyond most small controllers especially as you'd need around 35 ish I/O pins dedicated to it!
I would consider a module probably connected via SPI but I2C would be OK again many via EBAY but Farnell have a range for some controllers you'll need to specify which Dev board you are considering for someone to give better advice .

Not really then, personally unless you have already got skills in communicating to theses displays I would buy yourself a complete Arduino Shield with the display and power already done then cut your teeth on that ...Choose one with some demo code if you can

No problem. It's always more fun to get the right thing first time ....much more likely to continue tinkering in the future then.
Quick last question, what kind of micro controller do you think would of been able to use that screen?
It appears there is a interface card (EB-STM32DISCOVERY-LCD) that allows this display to connect to an STM32VLDISCOVERY Development Board. This development card has an ARM Cortex M3 MCU.
It also appears there is another interface card (EB-AT91SAM3U-LCD) that allows this display to connect to a EM-AT91SAM3U Development Board. Which is also an ARM Cortex M3 based development card.
All are available in the Newark/Farnell store.

In general you'd be looking for Dev Kits that had LCD or LVDS outputs .
Also matching Specific Kits to drivers to panels isn't always that easy as each is different and require there own set p to drive them successfully
