Rightly so. Resistors have gotten a little smaller per Watt rating over the years, 'cause they can run a little hotter. But maybe not this much. If you had less resistors to replace, I'd tell ya to use four new resistors/resistor. Any integer square number of equal-valued resistors can be used to make a more power-tolerant version.
You can measure the physical dimensions of your resistors and compare them to ones in an old e- catalog. Just to glance at the situation the resistors you have look like half-watters and your replacement ones look like quarter-watters. Too big is better than too (contemporaneous w/ your device) small in most cases.
