Arducam do a synchronised dual camera module with native ISP support for the Raspberry Pi which may be of interest.

Also it looks like the Labpano Pilot One will stitch and live stream directly out of the camera.
Supports RTSP, RTMP, SRT streaming protocols.
Also has a heatsink option for prolonged operation.
Just looking for ideas really, I thought a webcam in our harbour would engage the community to take an interest in water quality etc. I'm not focused on that specific aspect though, I'm thinking generally of IoT applications in the community to boost interest in environmental aspects and build community.
How about an autonomous boat filled with environmental sensors to which you could attach an underwater camera to ? I've seen a few drone boat projects floating around.
You may not actually need a full 360 camera though as a 180 degree fisheye lens on the underside of a boat/buoy pointing downward may be sufficient for water quality observation. This would likely reduce the cost and the amount of data to be transmitted.
